In invitation situations, negative questions are more asking whether or not the listener will do something. speaker-oriented.
“Let's〜” ましょう。 A verb ending which indicates the speaker's invitation in formal speech.
"えいがを みませんか。 " → Yes ええ、みましょう。 → No すいません、ちょっと・・。
Politeness levels Wouldn't you〜? みませんか?
Let's 〜! みましょう! Won't you 〜? みない?
